Elements and Performance Criteria

1. Prepare for asset construction
   • Identify and apply site investigation and construction guidelines, regulatory requirements and workplace procedures
2. Consult with stakeholders and identify and address requirements and issues impacting construction
3. Determine and document work requirements, materials and configurations according to plans, specifications, instructions and workplace procedures
4. Conduct worksite inspections according to workplace procedures and risk management guidelines
5. Collate and check project documentation and assess for impact on work planning and management
6. Identify and investigate potential hazards and safety risks and report recommendations for preventative action according to organisational requirements
7. Identify and specify roles and responsibilities of relevant personnel and stakeholders
8. Identify and check construction and maintenance guidelines, industry standards and other regulatory requirements
9. Plan construction operations
   • Identify organisational strategies for implementing construction operations
10. Implement workplace health and safety (WHS) policy and procedures, including hazard and risk management
11. Implement procedures for securing relevant plant and equipment
12. Determine personnel requirements according to work plan and contract documentation
13. Evaluate, select and source materials to complete work
14. Sequence and schedule work to meet workplace requirements and completion timeframes
15. Implement quality assurance measures
    • Conduct inspections to ensure progressive and finished work meets required standards, operational capability and stakeholder requirements
16. Provide guidance to contractors/personnel according to workplace procedures
17. Monitor construction activities to ensure compliance with WHS and environmental regulations
18. Monitor construction progress and maintain records according to workplace procedures and industry standards
19. Communicate changes to meet unforeseen requirements, reallocation of resources and rescheduling to reduce impacts
20. Confirm and certify completion of construction and installation according to workplace procedures and industry standards
21. Write progress and completion reports and communicate with relevant personnel according to workplace procedures
